How the calculation works

Mutation is the process that updates the government land record to show a new owner, and it is separate from the registration of the deed itself, which is why both fees appear in the total.

The fees are charged as small percentages of the deed value, and the survey charge is a flat amount that covers the physical measurement of the plot before the record is changed.

Because every district office applies its own minimum valuation, the cost can rise even when the parties agree a lower price for the land, since the office will not assess below its floor.

Assuming the mutation fee is charged on the price the buyer and seller agreed ignores the district office's minimum valuation, which is often higher than the deal price.

Common questions

Is the mutation fee based on the deed value or the government rate?
